That is a team that could actually make the playoffs. Add Radulov in
there and they could be a good team most nights.
 
Speaking of Radulov - when can the Habs actually sign him? Now that the
protected list is out I assume the Canadiens have to wait until Vegas
picks their team (supposedly it will be announced at the awards show).
Can the Habs sign him next day if he isn't on the Vegas team at that point?

I think they could sign Radalov, if they still want to, after the Awards Night. They might not want to if they make deals with Vegas to flip expansion draft selections to the Habs. I predict Vegas will have quite the stockpile of entry draft picks once their 3 day window closes.

When making predictions of the Vegas expansion draft selections, it is a mistake to make guesses based upon what they think Vegas wants. Vegas will be selecting some players they have no interest in, other then to fill the needs of a trading partner to acquire either more entry draft picks or to pry loose protected players

There was actually some discussion on TSN690 that Vegas could actually
pick Plekanec since he has only 1 year left and the might flip him for a
first or second rounder at the trade deadline.

With a whole league's worth of potential trading partners. I think Vegas will avoid speculation picks and stick to draft and trade deals they have confirmed trading partners for. I think they will make a list of teams of draft and flip targets. Knowing a team like Montreal might be a willing trade partner, especially if they create a package of two drafted expansion players. "Hey MB, what would you give me if we flip Eric Staal and a defenceman (Or other choices) your way". Unlike the Islanders who may be giving up a 1st to not loose players, I think MB would be willing to put 1st/2nd rounders on the table.
