She hasn't. Even if we ignore that Serena won more than 60 % of her slams after Enna's retirement in 2008 (that is the "Wozniacki/Azarenka/Kerber Era"). Which we honestly can't.
 
So outside of Africa and Trumpland (USA except the coastal regions) Steffi is still the GOAT, ahead of Court and Navratilova.
